Why Information Still Fails in the Built Environment

The architecture, engineering, construction, and operations industry has made enormous progress in digitization over the past decade. Building Information Modeling has transformed coordination, visualization, and project delivery workflows, while digital transformation initiatives continue to push the industry toward smarter and more connected assets.

Yet despite this progress, one challenge continues to persist across projects of every scale:

Information still fails at handover.

Owners continue to receive incomplete datasets, disconnected documentation, inconsistent asset information, and handover packages that require significant manual rework before operations can begin effectively. In many cases, facilities teams spend months reconstructing information that should have been structured and validated throughout the lifecycle of the project.

The issue is rarely a lack of technology. More often, the problem lies in how information itself is defined, governed, validated, and delivered.

The Industry Still Prioritizes Project Delivery Over Information Delivery

Most project workflows are still fundamentally optimized around design completion and construction delivery. Information is often treated as a secondary output rather than as a critical operational asset.

This creates a disconnect between what project teams produce and what owners actually need to operate buildings effectively.

Too often, information requirements are vague, incomplete, or defined too late in the project lifecycle. Owners may not clearly articulate:

  • what information is needed
  • when it is required
  • how it should be structured
  • or how it will ultimately support operations

When this happens, each project team fills the gaps differently. Consultants interpret requirements in their own way, contractors optimize around their specific deliverables, and the resulting information becomes fragmented across disciplines and systems.

The outcome is predictable. Some projects over model without delivering meaningful operational value, while others under deliver critical information entirely. In many cases, the information arrives too late to support commissioning, maintenance planning, or facility onboarding.

The root issue is not effort. It is the absence of a clearly defined lifecycle information strategy.

Information Quality Does Not Happen Automatically

Even when projects define information requirements, many fail to establish the governance processes necessary to maintain data quality throughout design and construction.

This is where another major breakdown occurs.

Information workflows cannot succeed if the required data structure is never continuously validated for compliance. Without governance, inconsistencies begin to accumulate across disciplines, teams, and project phases.

Common issues include:

  • the absence of regular model audits or data validation checks
  • unclear ownership of information quality
  • consultants and contractors interpreting requirements differently
  • information issues discovered too late to correct efficiently

As a result, teams lose confidence in the reliability of the information itself.

Too often, governance is treated as an administrative exercise performed at the end of a project rather than as a continuous process integrated throughout the lifecycle of information creation.

But reliable operational data does not emerge automatically from BIM workflows. It requires ongoing QA/QC, accountability, and validation from the earliest stages of design through final handover.

The Misunderstanding Around COBie Compliance

One of the clearest examples of this challenge is the industry’s interpretation of COBie.

“COBie compliant” has become a widely used phrase in digital delivery conversations. However, compliance alone does not guarantee that information is usable, trustworthy, or aligned with operational needs.

COBie is often misunderstood as the final deliverable itself, when in reality it is simply a structured format for transferring information between systems. It does not define what information should exist, how it should be governed, or whether the data being delivered is reliable.

Too often, COBie spreadsheets are populated at the end of a project without continuous validation throughout design and construction. The result is familiar across the industry: spreadsheets that technically follow the template but fail to provide meaningful operational value.

The issue is not COBie itself. COBie can be highly effective for transferring structured information when supported by strong governance and clearly defined requirements.

The real issue is that information quality, validation, and lifecycle processes are frequently missing around it.

Delivering usable asset information requires far more than populating spreadsheet fields. It requires aligned workflows, clearly defined owner requirements, structured data governance, and continuous validation throughout the project lifecycle.

Fragmented Workflows Continue to Break Information Flows

Another major contributor to information failure is the fragmentation of tools, workflows, and handover processes across the industry.

Information frequently becomes trapped between disconnected authoring platforms, discipline specific models, spreadsheets, PDFs, and manual exports that were never designed to function as part of a continuous lifecycle information environment.

As information moves between systems, quality degrades. Manual exports and imports introduce errors. Models developed independently across disciplines fail to align. Handover packages become document dumps instead of structured operational datasets.

The issue is not simply technical incompatibility. It is that workflows themselves are often not aligned with the lifecycle information.

Many project environments still focus on producing isolated deliverables rather than maintaining a connected information ecosystem that supports operations long after construction is complete.

Until workflows, governance processes, and technology strategies are aligned around lifecycle information management, these failures will continue to repeat themselves across projects.

The Industry Must Shift From Deliverables to Lifecycle Information

As buildings become increasingly digital, operational success will depend less on the physical handover itself and more on the quality of the information supporting the asset over time.

This requires a fundamental shift in mindset.

Information can no longer be treated as a byproduct of design and construction. It must become a core project deliverable that is continuously defined, structured, validated, and governed throughout the lifecycle of the asset.

The future of the industry will not be determined by who produces the most complex models or the largest datasets.

It will be determined by who delivers trustworthy, structured, operationally usable information.

Because ultimately, the real challenge facing the built environment is not whether we can generate more data.

It is whether we can finally make that information usable.
